It is suggested that the State Provincial Civil and Allied Services gazetted officers and Armed Forces Officers with 5 years experience be eligible to appear directly for the Main examination of the Indian Civil Services Examination. This will encourage students to opt for state civil services and serve in the armed forces; that way, the central government will also have experienced manpower.

सिविल सेवा सुधारः पाँच साल की सेवा के अनुभव वाले प्रांतीय सिविल सेवा, अलाइड सेवाओं के गजेटेड अफसरों और सशस्त्र सेवाओं के अफसरों को सीधे यूपीएससी सिविल सेवा की मुख्य परीक्षा में बैठने देने की अनुमति देनी चाहिए। इससे छात्रों को प्रांतीय सिविल सेवाओं और सशस्त्र सेनाओं में सेवा करने की प्रेरणा मिलेगी; इस तरीके से केंद्र सरकार को भी अनुभवी अधिकारी मिलेंगे।
